Description
A small Québec village awakens from its usual tranquility to decide by plebiscite whether it should have a modern water supply system. The villagers say yes and the farmers say no, and for a time there is conflict in which no one is allowed to remain neutral. The film, bordering on satire, provides some amusing moments as it shows how the question is resolved through the people's democratic right to cast ballots.
