A cautionary document whose impetus was the discovery of the huge Hibernia oil site off Newfoundland's coast, this film explores the impact offshore oil development has had on communities in Norway, Scotland and the Shetland Islands. Some of the complex issues highlighted are: the economic planning for immediate profit or for long-term goals, and the ramifications of rapid industrialization on human lives, on traditional industries such as fishing, and on the environment.
