An exposition of the world food control plan developed by the Food and Agricultural Organization of the United Nations. A plan to meet world food needs, formulated in Québec by representatives of forty-two nations, promised new hope for millions everywhere. The film following the deliberations of the body--Indian and Chinese, American and French, Dutch and English, as well as nations lower in population but as intent in purpose--turns back to show homelands scarred by flame and plague, and peoples oppressed by hunger and fear of hunger.
